Shared services and collaboration
In line with current legislation, there is a requirement for
Government agencies to collaborate on projects and share
their resources. By creating virtual communities, experts
from within Government departments can be combined with
those from both academia and the private sector to ensure
that every interested party has access to up-to-date
information, whether it is science, engineering technology
or economics.

Citizen and business centric government
Services enabled by IT are required to be designed around
the citizen or business, not the provider of those services.
In addition, they must be provided through modern,
co-ordinated delivery channels. The key aim of this is to
allow both citizens and Government agencies easy and
multiple access to resources, whether it is via the
Internet, email, phone, information kiosks or face to face.

Accountability and compliance
It is vital that citizen-centric Government is accountable
to the public on all aspects of Government activity. On top
of this, Government needs to manage information efficiently
and effectively, particularly given the requirements of the
Freedom of Information and Data Protection Acts.

Remote access and flexible working
Many officials work in multiple locations and consequently remote working is now a practical necessity. Real-time remote access to information and a reduced reliance on paper records give real efficiencies. Flexible working also reduces office space requirements, helping to meet the overall efficiency aims of the Government's 2004 spending review.
